Constance Joan Bell, affectionately known as Connie to her friends and loved ones, lived a life that was a testament to her loving, courageous, and faith-filled spirit. Born on August 13, 1943, in Ottumwa, Iowa, Connie blossomed into a remarkable woman whose impact on the world around her was as profound as it was inspiring. On a serene day in Milan, Illinois, Connie's earthly journey came to a gentle close as she passed away from Alzheimer's disease, leaving behind a legacy of love, leadership, and community service.


Connie's early life in Ottumwa was the foundation upon which she built her extraordinary character. It was there she met and married Frank Bower, and together they welcomed three beautiful children into the world. Although their marriage concluded, Connie's journey of love and partnership didn't end. She found companionship and joy with Franklin Bell of Savanna, Illinois, sharing 42 years of marriage until his passing in 2015. Her life was also graced by the presence of her siblings, children, and a multitude of grandchildren and great-grandchildren who filled her days with laughter and purpose.


Education was a cornerstone of Connie's life; she pursued knowledge with vigor and passion. She earned her Secretarial Certificate from Eastern Iowa "Scott" Community College in 1970 and continued to enrich her skills and expertise through various educational pursuits. Her thirst for learning and self-improvement never waned as she attended seminars, clinics, workshops, and courses that propelled her forward in her professional and personal endeavors.


Connie's career was a reflection of her dedication and excellence. Beginning in 1971 as a Secretary for the Iowa Rehabilitation Education & Support Branch, she quickly ascended the ranks to Clerical Supervisor. Her commitment to her work and the community was unwavering, as evidenced by her numerous accolades, including the prestigious "Iowa State RESB Secretary of the Year" and the "National Rehabilitation Association Service Award." Her role as NRA Treasurer was a testament to her exceptional ability to lead and manage, and her influence extended to serving on the Governor's Committee on Employment of the Handicapped.


Beyond her professional accomplishments, Connie's heart was truly in the community. She took on roles that many would shy away from, such as the Cub Scout Den Leader, and excelled in them. Her involvement in PTO, sports events, and neighborhood initiatives showcased her commitment to creating a vibrant and proud community. Her efforts were recognized by the City of Rock Island when she was named the "1994 Rock Island Individual Citizen of the Year," a fitting tribute to a woman who gave so much of herself to the place she called home.


Connie's faith was the compass by which she navigated her life. A lifelong Catholic Church member, her spiritual journey was as much a part of her as her community service. She found solace and strength in her faith, guiding her through life's challenges and joys.


Even as Alzheimer's disease clouded her final years, Connie's spirit remained unbroken. She spent her last moments at Avonlea Cottage of Milan, where she was cared for with the utmost love and dignity. Her family extends heartfelt gratitude to the staff who treated Connie with such warmth and respect, ensuring her days were filled with comfort and peace.


Connie will be laid to rest in a private service beside her beloved Franklin on Arsenal Island. Her life's story, replete with achievements, love, and unwavering faith, will continue to motivate and uplift those who were fortunate enough to know her. As we reflect on Connie's journey, we are reminded of the indelible mark she left on the world—a legacy of a woman whose life was a beacon of hope, strength, and unwavering commitment to the betterment of everyone around her.
